Can disability discrimination in health care be justified?

Abstract:

Individuals with disabilities often require more resource than
individuals with no disabilities in order to obtain the same amount of
health benefit in terms of Quality-Adjusted Life Years (or
Disability-Adjusted Life Years). Thus, if we try to maximize health
benefit, we give priority to non-disabled people over disabled people.
In this paper I will argue that disability discrimination is justified
insofar as the maximization of health benefit is considered as one of
the main goals of our health care system. I will also propose a
general account of unjust discrimination and justifiable
discrimination.
